=== Special precautions === The elderly metabolize benzodiazepines more slowly than younger people and are also more sensitive to the effects of benzodiazepines, even at similar blood plasma levels. Doses for the elderly are recommended to be about half of that given to younger adults and are to be administered for no longer than two weeks. Long-acting benzodiazepines such as clonazepam are not generally recommended for the elderly due to the risk of drug accumulation. The elderly are especially susceptible to increased risk of harm from motor impairments and drug accumulation side effects. Benzodiazepines also require special precaution if used by individuals that may be pregnant, alcohol- or drug-dependent, or may have comorbid psychiatric disorders. Clonazepam is generally not recommended for use in elderly people for insomnia due to its high potency relative to other benzodiazepines. Clonazepam is not recommended for use in those under 18. Use in very young children may be especially hazardous. Of anticonvulsant drugs, behavioural disturbances occur most frequently with clonazepam and phenobarbital. Doses higher than 0.5–1 mg per day are associated with significant sedation. Clonazepam may aggravate hepatic porphyria. Clonazepam is not recommended for patients with chronic schizophrenia. ==== Federal level ==== On 6 August 2020, US President Donald Trump signed an order which would ban TikTok transactions in 45 days if it was not sold by ByteDance. On 14 August 2020, Trump issued another order giving ByteDance 90 days to sell or spin off its US TikTok business. In the order, Trump said that there is "credible evidence" that leads him to believe that ByteDance "might take action that threatens to impair the national security of the United States". In June 2021, US President Joe Biden signed an executive order revoking the Trump administration ban on TikTok, and instead ordered the Secretary of Commerce to investigate the app to determine if it poses a threat to US national security. On 27 December 2022, the Chief Administrative Officer of the United States House of Representatives banned TikTok from all devices managed by the House of Representatives. On 30 December 2022, President Joe Biden signed the No TikTok on Government Devices Act, prohibiting the use of the app on devices owned by the federal government, with some exceptions. On 13 March 2024, the United States House of Representatives passed H.R. 7521, which would ban TikTok entirely unless it was divested from its Chinese parent company, ByteDance. In April, the House of Representatives included a revised version of the bill in a foreign aid package, which was passed by the Senate on 23 April 2024, and signed into law by President Joe Biden the following day. == Governmental theory == The role of think tanks has been conceptualized through the lens of social theory. German political scientist Dieter Plehwe argues that think tanks function as knowledge actors within a network of relationships with other knowledge actors. Such relationships include citing academics in publications or employing them on advisory boards, as well as relationships with media, political groups and corporate funders. They argue that these links allow for the construction of a discourse coalition with a common aim, citing the example of deregulation of trucking, airlines, and telecommunications in the 1970s. Plehwe argues that this deregulation represented a discourse coalition between the Ford Motor Company, FedEx, neo-liberal economists, the Brookings Institution and the American Enterprise Institute. Elite theory considers how an "elite" influences the actions of think tanks and potentially bypasses the political process, analysing the social background and values of those who work in think tanks. Pautz criticizes this viewpoint because there is in practice a variety of viewpoints in think tanks and argues it dismisses the influence that ideas can have.
